Curves with Many Rational Points

The Weil conjectures for curves yield bounds for the number
of points on curves over finite fields.  However, especially for curves
of large genus, the Weil bounds are not sharp.  I will discuss better
point counting bounds, as well as techniques for constructing curves
with many rational points
